The Red Deer Press publishing program produces quality picture books, junior, juvenile, YA fiction and non-fiction, and adult non-fiction, science fiction, fantasy, travel and biographical titles. We have a national focus and address the growing need for cultural diversity.
This is a Canadian publisher that focuses on Candian authors, but I talked with the publisher Richard Dionne and he said they do make exceptions. If you live in Canada and haven’t submitted something, you probably should consider this avenuse to publication.
Here are the submission guidelines:
Children’s Manuscripts
For picture books submit entire text, no query letter. No original art will be accepted.
For fiction, submit query letter – or three sample chapters.
For non-fiction, submit query letter, or sample chapter with outline.
Multiple submissions are acceptable but will not receive priority.
Please allow four to six months for response.
Art Guidelines:
Send samples along with an illustrator bio and a website address, if available.
CDs are acceptable but not preferred.
Please do not email or fax samples.
Please do not send original art, hand-bound books or other bulky submissions or anything that needs to be returned.

Yesterday, I tried all day to find someone at Lee and Low to answer my question on who they consider a person of color. Maybe they are on vacation, but I could not make contact with a live person. I have the question out to some agents and will report the answer as soon as I get one.
